Wei Wenhua, a 41-year-old construction company executive / weblogger from the central Chinese city of Tianmen, was beaten to death by a large crowd of city inspectors for using his mobile phone to record a protest by locals against the local government's dumping of waste near their homes. 

When Wei happened upon the protest and took out his cell phone to record it, more than 50 municipal inspectors turned on him, attacking him for five minutes. An ambulance took him to the local hospital, where he was pronounced dead on arrival.

The killing has sparked outrage in China, with thousands expressing outrage in Chinese Internet chat rooms, and the Chinese government has responded by firing a local official, detaining 24 inspectors, and investigating more than one hundred others in his death, in order to deflect criticism of their sometimes heavyhanded actions. 

So, which is worse... brutal, bureaucratic national governments or brutal, bureaucratic local governments?!
