Coalition losing control in parts of Afghanistan?

vasco_pyjama, an NGO working on water projects in Afghanistan, has this troubling news:

The insurgents have issued a warning today to Kandahar's peri-urban communities, advising them to evacuate. They say that they intend to take the city. I asked my Kandahari colleagues what this means. Is it serious? Do they do this on a regular basis? It's serious, they say. We have shut down our work in peri-urban areas.

If the Taleban and their supporters are able to mount large-scale attacks and possibly take over entire cities -- or at least throw them into complete chaos and stop the reconstruction efforts -- then things don't look all that rosy for the future.
