Hint to White House: When all else fails, the president is in charge.

Newsweek is reporting that for days, Bush's top advisers argued over legal niceties about who was in charge after Hurricane Katrina, according to three White House officials who declined to be identified. Beginning early in the week, Justice Department lawyers presented arguments for federalizing the Guard, but the Defense Department fretted about having soldiers enforcing the law... even though the mayor of New Orleans called for martial law.

Another Rumsfailure, complicated by a lack of leadership from the president, who was off golfing, fundraising, etc.
